Affiliation of Private Nursing Schools and Colleges to engage in Public Private Partnership with Public Sector Hospitals for clinical training (Phase-III)

Khyber Pakhtunkhwa Health Foundation (KPHF) is mandated to promote and enable the development of innovative health care delivery models to achieve policy objectives of Government of Khyber Pakhtunkhwa to improve coverage through various means of Public Private Partnership for Health Care Delivery Services, Capacity Building and matters connected herewith and ancillary thereto.
One of the priority areas identified for Capacity Building is Nursing Education and training wherein Private Nursing Schools and Colleges intended to be engaged with the public sector hospitals for clinical / practical training of their students through KPHF under Public Private Partnership. The ultimate objective is to enhance the capacity building and quality clinical skills of the students so that the necessary competence to manage the patients is ensured.
- Khyber Pakhtunkhwa Health Foundation now invites E-Bids through EPADS (E-Pak Acquisition & Disposal System) from Private Nursing Schools and Colleges to indicate their interest in provision of clinical training in to be affiliated hospitals, mentioned in the terms of Reference (ToRs).
- All public sector secondary care hospitals governed under Health Department-Government of Khyber Pakhtunkhwa throughout the province are open to apply (where vacant slots are available) except District Peshawar.
- Interested Private Nursing Schools and Colleges must register with EPADS; no other bids will be accepted in any hard/soft printed form except E-Bids.
- Private Nursing Schools and Colleges must visit the preferred public hospital and secure an NOC for the programs in order to provide clinical training in the relevant courses.
- Private Nursing Schools and Colleges after going through the procurement process under KP-PPRA if selected must fulfill the criteria of regulatory bodies i.e. Pakistan Nursing and Midwifery Council (PNMC) Islamabad, Khyber Medical University (KMU), Higher Education Regulatory Authority (HERA) on inspection and have to register the Nursing Schools and Colleges with above mentioned bodies within stipulated time after final contract.
- The duration of the contract will be 10 years.
- After successful qualification of bidding process and approvals; No request for “Change of Hospital” will be facilitated as the interested institute has priorly considered and applied for the suitable hospital for provision of clinical training in respective clinical units/specialties available in the applied hospital according to the courses of the respective Private Nursing Schools and Colleges.
- The deadline for submission is 18 August 2025, on or before 11:00 AM (PST).
- EOIs will be opened electronically on the same day at 11:30 AM (PST) through EPADS.
- Submission formats can be downloaded from https://kp.eprocure.gov.pk after the advertisement’s publication and until the last date for submission.
- EOIs submitted by hand, couriers, email or fax will NOT be accepted.
- The procurement process will be conducted under the Single Stage, Two Envelope Procedure in accordance with the KPPRA Act 2012 and KPPRA Rules 2014, wherein the technical proposals will be evaluated first, and only the financial proposals of technically qualified bidders will be opened.
- The Khyber Pakhtunkhwa Health Foundation reserves the right to reject any or all bids by assigning cogent reasons, as per Rule 47 of the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KP-PPRA) Rules 2014.
