Position Title: Training and Communication Officer
Project: WASH System Strengthening Initiatives (Phase II)
Location: Field Office, Muzaffargarh
Reports to: Project Manager
Background
AGAHE, with the support of WHH, is implementing a WASH System Strengthening Initiative (Phase II) project aimed at building sustainable, inclusive, and climate-resilient water, sanitation, and hygiene (WASH) systems in Muzaffargarh. An essential component of the project is enhancing the knowledge, ownership, and participation of stakeholders at all levels through strategic training and effective communication. The Training and Communication Officer will play a lead role in designing, executing, and coordinating all related efforts.
Purpose of the Role
The Training and Communication Officer will be responsible for the design, coordination, and execution of training programs and communication strategies aimed at strengthening stakeholder capacities, improving public awareness, and enhancing the visibility and understanding of the project’s goals. This includes engagement with media, development of IEC materials, and advocacy through various platforms.
Key Responsibilities
A. Training and Capacity Building

Design Training Need Assessment (TNA) tools and conduct capacity assessments for key stakeholders, including government departments, private sector actors, communities, and development partners.

Develop training manuals, modules, and plans tailored to each target group.

Organize, manage, and facilitate training programs, workshops, and orientation sessions at the field and district level.

Provide technical support to external consultants and donors on capacity building and learning-related components.
B. Communication and Advocacy

Lead the design and implementation of the project’s communication and visibility strategy.

Develop communication tools, information products, and branding materials for awareness, advocacy, and stakeholder engagement.

Create and disseminate IEC materials (posters, leaflets, videos, etc.) aligned with WHH visibility guidelines.
-
Serve as the focal person for media engagement (print, electronic, and digital media).

Prepare press releases, newsletters, public service messages, and social media content to promote project activities and impact.

Document and share success stories, case studies, and lessons learned in collaboration with MEAL and Quality Assurance teams.
C. Stakeholder Engagement

Build and maintain linkages with government departments, donors, civil society, UN agencies, media, and advocacy platforms.

Facilitate stakeholder participation to ensure project ownership and sustainability beyond the project duration.

Organize and document seminars, webinars, press conferences, and learning events.
D. Coordination and Compliance

Coordinate with the donor’s communication unit to ensure compliance with visibility and branding requirements.

Regularly update AGAHE’s website and social media platforms with project content.

Maintain effective communication channels between AGAHE and key stakeholders, including line departments and WASH networks.
E. Other Responsibilities

Support documentation of field activities through photography, video coverage, and storytelling.

Provide inputs to donor reports regarding training and communication-related outputs.

Any other task assigned by the Project Manager or AGAHE management.
Required Qualifications and Experience

Master’s degree in Social Sciences, Mass Communication, Public Relations, or a related field from a recognized institution.

At least 3 years of relevant experience in training, communication, and community engagement, particularly in WASH, gender mainstreaming, or development sectors.

Proven experience in developing communication materials and conducting training programs.

Prior experience in media engagement and advocacy campaigns is desirable.
Required Skills and Competencies

Strong written and verbal communication skills (Urdu and English; Local Language is a plus).

Creative writing and presentation abilities.

Ability to distill complex information into concise and clear materials.
-
Capacity to manage multiple tasks under pressure and tight deadlines.
-
Cultural sensitivity and understanding of gender and inclusion principles.

Excellent coordination and interpersonal skills.

Strong computer skills (MS Office, Adobe Creative Suite, social media platforms).

Training Need Assessment Report and Training Plan.

Monthly and quarterly communication reports.

Documentation of seminars, learning events, and advocacy campaigns.
