Position Title: Community Development Officer
Project: WASH Systems Strengthening Initiative
Location: Muzaffargarh, Punjab
Reports to: Project Manager
Background
AGAHE, in partnership with Welthungerhilfe (WHH), is implementing the WASH Systems Strengthening Initiative (Phase II) in District Muzaffargarh. The project aims to improve sustainable access to water, sanitation, and hygiene services by enhancing the capacities of communities and local government institutions.
Purpose of the Role
The Community Development Officer (CDO) will be responsible for mobilizing and engaging communities in WASH-related activities, ensuring their meaningful participation in planning, implementation, and sustainability of project interventions. The CDO will work closely with Community-Based Organizations (CBOs), WASH Committees, local leaders, and other stakeholders to promote behavior change and strengthen local WASH systems.
Key Responsibilities
A. Community Mobilization & Engagement

Conduct participatory community assessments and social mapping.

Identify and form/strengthen WASH Committees, Village WASH Committees (VWCs), and other community groups.

Facilitate regular community meetings, focus group discussions (FGDs), and awareness sessions on WASH practices.

Promote equity and inclusion in all community-level interventions.
B. Capacity Building & Training

Design and deliver training modules for communities, VWCs, and schools on hygiene promotion, operation and maintenance (O&M) of WASH facilities, and climate-resilient WASH practices.

Facilitate training for local masons, hand pump mechanics, and sanitation entrepreneurs.
C. Behavior Change Communication (BCC)

Lead the design and implementation of BCC campaigns on hygiene, handwashing, menstrual hygiene management (MHM), and water safety.

Support the use of IEC/BCC materials and methodologies tailored to local contexts (e.g., street theatre, rallies, radio spots).
D. Coordination & Partnership

Coordinate with local authorities (e.g., Municipal Corporations, PHED), CBOs, schools, and health centers.

Represent AGAHE at community-level coordination forums and meetings.

Collaborate with MEAL and technical teams to ensure quality and relevance of community development interventions.
E. Monitoring, Documentation & Reporting

Maintain community records, meeting minutes, and activity reports.

Support the MEAL team in collecting baseline/endline data and community feedback.

Prepare monthly progress reports and success stories.

Track participation and monitor behavioral change indicators.
Required Qualifications and Experience

Bachelor’s degree in Social Sciences, Rural Development, Public Health, or related field. (Master’s preferred)

At least 3 years of experience in community mobilization, preferably in WASH-related projects.

Familiarity with participatory rural appraisal (PRA) tools and community-led total sanitation (CLTS) approach.

Experience working in southern Punjab or similar contexts.

Excellent communication and facilitation skills in Urdu and Saraiki; basic English proficiency is a plus.

Strong interpersonal and coordination skills.

Willingness to travel extensively in remote rural areas.
