Position Title: MEAL Coordinator
Location: Field Office, Muzaffargarh

Project: WASH Systems Strengthening Initiative
Reports to: MEAL Manager

Background

AGAHE is implementing the WASH System Strengthening Project (Phase II) in Muzaffargarh with the support of WHH, aiming to improve sustainable and equitable access to water, sanitation, and hygiene (WASH) services in fragile and underdeveloped contexts. The MEAL Coordinator will play a pivotal role in ensuring data-driven decision-making, quality assurance, and accountability throughout the project lifecycle.

Purpose of the Role

The MEAL Coordinator is responsible for designing, implementing, and overseeing the Monitoring, Evaluation, Accountability, and Learning (MEAL) framework of the project. This includes managing data collection and analysis, conducting evaluations, building capacity of project staff, ensuring compliance, and supporting adaptive project management based on evidence.

Key Responsibilities

A. Monitoring and Evaluation Planning

  • Develop and implement a comprehensive MEAL plan aligned with the project logframe and donor requirements.

  • Set up performance indicators, data collection schedules, and evaluation frameworks.

B. Data Collection, Analysis, and Management

  • Design and adapt data collection tools (surveys, FGDs, KIIs, etc.) ensuring relevance and accuracy.

  • Oversee real-time data collection using digital tools where possible.

  • Maintain a secure and updated project database, ensuring data accuracy and integrity.

C. Reporting and Documentation

  • Prepare monthly, quarterly, and annual progress and impact reports.

  • Analyze trends and generate dashboards, briefs, and case studies for internal and external stakeholders.

  • Ensure data is well-packaged for donor, partner, and internal communications.

D. Evaluation and Learning

  • Design and lead mid-term, final evaluations, and other assessments to measure project performance and impact.

  • Facilitate After Action Reviews (AARs), learning workshops, and reflection sessions.

  • Document and share lessons learned and good practices for scaling or replication.

E. Accountability and Quality Assurance

  • Establish and maintain feedback and complaint response mechanisms (FCRM).

  • Ensure alignment with AGAHE’s MEAL manual, WHH guidelines, and quality assurance standards.

  • Conduct regular field monitoring visits and spot checks for quality validation.

F. Capacity Building

  • Train project staff and partners on MEAL tools, data collection techniques, and evidence-based learning.

  • Develop user-friendly guides and conduct refresher sessions periodically.

G. Coordination

  • Work closely with program, infrastructure, and community engagement teams to ensure MEAL integration.

  • Liaise with WHH’s MEAL counterparts to ensure donor compliance and alignment.

  • Any other relevant duties assigned by the Supervisor or AGAHE Management.

Required Qualifications and Experience

  • Master’s/Bachelor’s degree in Social Sciences, Statistics, Development Studies, Public Health, or a related field.

  • At least 4–5 years of progressive experience in MEAL roles within the development or humanitarian sector, preferably in WASH-related projects.

  • Strong understanding of qualitative and quantitative research methods.

  • Experience in designing and implementing digital M&E systems (e.g., KoboToolbox, CommCare, ODK).

  • Proven ability in results-based management, logical frameworks, and indicator tracking.

Required Skills and Competencies

  • Strong analytical and report-writing skills.

  • Proficient in MS Office (especially Excel), data visualization tools, and statistical software (SPSS, STATA, or Power BI preferred).

  • Excellent communication and interpersonal skills.

  • Ability to work under pressure and meet deadlines.

  • Strong organizational and problem-solving skills.

  • Fluency in Urdu and English; knowledge of Saraiki is an asset.

  • Ability to maintain confidentiality and handle sensitive information.
