Job for Stakeholder Engagement Coordinator – WASH System Strengthening Initiatives (Phase II)

Reporting to: Project Manager– WASH System Strengthening

Role Summary

The Stakeholder Engagement Coordinator will be responsible for developing and managing effective engagement strategies with key WASH stakeholders, including government departments, local government institutions, civil society organizations, community leaders, and private sector actors. The role aims to strengthen local WASH systems by fostering collaboraton, building partnerships, and promoting inclusive decision-making to improve WASH governance and sustainability.

Key Responsibilities

Stakeholder Engagement and Coordination

  • Develop and implement a comprehensive stakeholder engagement plan to facilitate collaboration among government departments, NGOs, community groups, private sector, and other WASH actors in Muzaffargarh.

  • Organize and coordinate stakeholder meetings, workshops, forums, and consultation sessions to promote dialogue, joint planning, and collective action on WASH system strengthening.

  • Support the establishment and strengthening of coordination mechanisms and platforms at district level to enhance synergy and accountability among WASH actors.

  • Facilitate participatory processes for stakeholder visioning, joint assessment, and co-design of WASH system strengthening activities, ensuring alignment with local government strategies and SDG 6 targets.

  • Maintain up-to-date stakeholder mapping and contact databases; track engagement activities and outcomes.

  • Foster and sustain regular communication and collaborative relationships with government departments (such as PHED, Health, Local Government, Education), NGOs, community-based organizations (CBOs), and elected officials.

  • Facilitate inclusive stakeholder dialogues, ensuring active representation of marginalized groups, including women and persons with disabilities.

Strategic Engagement:

  • Develop and execute stakeholder engagement strategies that align with project objectives and timelines.

  • Organize and coordinate multi-stakeholder forums, district-level coordination meetings, learning sessions, and advocacy dialogues.

  • Promote the integration of WASH initiatives into local government planning and budgeting processes.

Capacity Building and Technical Support

  • Conduct training and orientation sessions for stakeholders on WASH system strengthening, policy frameworks, accountability mechanisms, and citizen participation.

  • Assist local institutions, such as Village/Neighborhood Councils and School Management Committees, in formulating WASH action plans.

Communication and Reporting

  • Prepare and disseminate quality communication materials, reports, briefings, and updates to stakeholders highlighting progress, challenges, and impact of WASH initiatives.

  • Support behavior changes communication (BCC) campaigns by liaising with relevant d apartments and community groups to amplify WASH awareness and practices.

  • Document lessons learned and best practices from stakeholder engagement processes to inform adaptive management and continuous improvement.

Policy and Advocacy Support

  • Collaborate with the advocacy team to ensure engagement activities support WASH policy objectives.

  • Facilitate policy dialogues at district and provincial levels in partnership with WHH and other consortium members.

Qualifications and Experience

  • Bachelor’s degree in Social Sciences, Environmental Studies, Public Health, Development Studies, or related field.

  • Minimum 3 years of experience in stakeholder engagement, community mobilization, or coordination roles, preferably in WASH or related development sectors.

  • Proven experience working with government institutions, NGOs, and community-based organizations in Pakistan, ideally in Muzaffargarh or similar contexts.

  • Strong understanding of WASH systems strengthening concepts, institutional arrangements, and sector coordination mechanisms.

  • Excellent communication, facilitation, and interpersonal skills with the ability to engage diverse stakeholders effectively.

  • Proficiency in report writing and preparing communication materials in English and Urdu.

  • Ability to work independently and as part of a multidisciplinary team in a dynamic environment.

  • Familiarity with climate resilience and sustainable development principles in WASH is a plus.
