EXPRESSION OF INTEREST – (EOI)
SMART DIGITIZATION OF KMC PARKING SITE(S) WITH
ITS COMPLETE PARKING MANAGEMENT SOLUTION FOR
IMPROVEMENT OF ROAD SAFETY AND EASE OF
GENERAL PUBLIC OF KARACHI.
The Karachi Metropolitan Corporation hereinafter called “Procuring Agency” intends to invite Expression of Interest (EOI) through Sindh E-Pak Acquisition & Disposal System (EPADS) under Single Stage One Envelope Procedure for SMART DIGITIZATION OF KMC PARKING SITE(S) WITH ITS COMPLETE PARKING MANAGEMENT SOLUTION FOR IMPROVEMENT OF ROAD SAFETY AND EASE OF GENERAL PUBLIC OF KARACHI through a well reputed I.T Based Firm, who has obvious requisite EOI assignment experienced, which are described in the Request for Proposal — (RFP). In this regard, the required eligibility & capabilities criteria, scope of work and security deposit are also described in the RFP for bidder’s firm / proposer to be participated in this EOI.
The interested bidders may download the RFP documents from EPADS.portalsindh.eprocure.gov.pk. w.e.f 28-07.2025 to 13.08-2025, The RFP Proposal / bids, duly completed in all respect and signed by authorized person, must be submitted through EPADS till 3:00 PM. on 15-08.2025, which will be opened on 15-08-2025 at 3.30 PM. The bidders may also submit of Rs.5,000/- in the mode of original pay order (Non-refundable) in favour of Karachi Metropolitan Corporation for RFP documents to this office before deadline of submission, the copy of which must be submitted online through bids on the E-Procurement System, and the same should have validity of at least 04 months from the day of submission to KMC.
In case, due to any reason, no proposals is received or unresponsive on the above dates then, the next date of issuance will be upto 29-08-2025 at 3.00 PM, and opening on 01-09-2025 at 3:30 PM respectively at same venue.
In case, the last date of issuance of day/submission/opening is declared as a public holiday by the Government or Non-working day due to force Majeure, the next official working day shall be deemed to be the date for issuance, submission and opening of RFP documents at the same time and venue of schedule.
Substantially Responsive Bid: Only those bids, which comply with the each eligibility & minimum qualification criteria mentioned in the RFP documents will be declared substantially responsive bids and will be eligible for further evaluation. However, in case of disqualification of the bid the same of their Security Deposit / Bid Security offered will be returned to the concern bidder/proposer with the approval of competent authority, KMC.
The detail of Bid Security / Security Deposit has been mentioned in the RFP and the copy of the bids security must be submitted online through bids on the E-Procurement System and an original of the same must reach the office of Director (Contact Management Wing), F&A, KMC before date line for submission of bids. If, the bidders failed to submit the bid security and RFP fee Pay Order by the deadline shall be rejected.
The bidders must provide a hard copy of their Technical & Financial Proposal to the office of Director (Contract Management Wing) F&A, KMC, situated at 2nd Floor Room No.19, Main KMC Building, M.A. Jinnah Road, Karachi after next day of opening of bids.
Canvassing in connection with the RFP proceedings is strictly prohibited and RFP a document submitted by the bidders/prospers, who report canvassing, will be liable for rejection. However, at any stage concealment/distortion of fact(s) is detected, it would be sufficient cause to reject the application as per SPP Rules 2010 (Amended upto date).
KMC may reject all or any proposals at any time prior to the acceptance of RFP proposals, subject to the relevant provisions of SPP Rules 2010 (Amended upto date).
